桃園市推動樹木保護自治條例 展現保護樹木決心

桃園市政府2日上午召開市政會議，審議通過「桃園市樹木保護自治條例」，將提送議會審議，待議會審議通過並報行政院核定後公布施行。桃園市長鄭文燦表示，森林法等相關規定針對受保護樹木的認定稍嫌不足，市府制訂自治條例，展現保護樹木的決心。

鄭文燦也說，市府積極推動「桃花園造林計畫」，提供市民申請樹苗進行種植，也辦理市內樹木編號管理並建立資料庫，老樹部分由農業局負責辦理，人行道及公園的樹木則由工務局辦理，建立桃園市內行道樹與受保護樹木之管理系統，並研議推動認養制度。工務局持續推動樹藝研習課程，結合本市園藝景觀公會及學校如桃園農工共同參與，推動樹木風險管理，提升維護及病蟲害防治知能。

農業局長郭承泉表示，桃園市政府為加強保護具有保存價值之樹木及其生長環境，避免本市珍貴樹木遭受破壞，本府參酌森林法等相關法令及其他縣市政府的執行效益，制定「桃園市樹木保護自治條例」。

郭局長說，本自治條例已明訂未來列管之受保護樹木未來不得任意砍伐、破壞或故意侵害，經公告確定列管受保護之樹木所在土地，必要時得由主管機關與土地所有權人或使用人善盡管理之責避免紛爭。目前本府訂定之「桃園市樹木保護自治條例」，除森林法受保護樹木依其規定外，為避免與中央法規衝突且提升對本市樹木之保護，另定「特定樹木」作為本自治條例之樹木保護對象，放寬樹齡50年以上者可列入審查程序，亦放寬有關樹冠投影面積、胸徑及樹圍等相關標準，務必使保護範圍及盡量擴大。
